The COVID-19 pandemic has exacerbated the mental health crisis for children and adolescents worldwide. In Malaysia, the situation is particularly alarming. According to the 2022 National Health Morbidity Survey, one in four adolescents suffers from depression, and one in ten has attempted suicide. These statistics highlight the pressing need for effective mental health interventions.
Strategic National Efforts
In response to this crisis, the Ministry of Health (MOH) has launched the National Strategic Plan for Mental Health 2020-2025. This plan aims to reduce adolescent depression rates from 18% to 10% by 2025.
To enhance these efforts, the National Centre of Excellence on Mental Health (NCEMH) is developing a comprehensive National Plan of Action for Children and Adolescent Mental Health (CAMH POA). This plan is co-developed with various ministries and stakeholders in Malaysia, with support from the World Health Organization (WHO) and UNICEF through their Joint Programme on Mental Health and Psychosocial Well-Being.
Expert Collaboration for Mental Health Solutions
In August 2024, a workshop at the NCEMH in Cyberjaya, Selangor, brought together experts from WHO and UNICEF. The goal was to create a robust Monitoring and Evaluation (M&E) framework for the CAMH POA.
Dr. Nurashikin Binti Ibrahim, Director of NCEMH, expressed her enthusiasm for the workshop. “It was a pleasure to engage with WHO experts to develop the National Strategic Plan for Children & Adolescent Mental Health. The process was outstanding, and we received valuable insights from the experts,” she stated.
The workshop focused on developing measurable indicators to ensure the plan’s transparency, effectiveness, and accountability. These indicators were based on guidelines from WHO’s Comprehensive Mental Health Action Plan and adapted to local contexts.
Dr. Sivarajan Ramasamy, a Public Health Specialist, emphasized the importance of this initiative. He noted, “The workshop highlighted the need for a structured, evidence-based approach to mental health. The focus on promotion, prevention, and responsive care is essential for the well-being of our youth.”
Advocating for Sustainable Solutions
The collaboration between NCEMH, WHO, and UNICEF lays a solid foundation for the CAMH POA. By prioritizing community-based and sustainable solutions, this initiative aims to improve mental health outcomes and create an environment where every child and adolescent can thrive. Addressing children and adolescent mental health requires a whole-of-society approach, and continued collaboration is crucial to turning this action plan into a catalyst for positive change.
